Key points
- Bank of Japan September minutes record one member saying it was desirable to bring the policy rate closer to its approximate goal relatively soon.
- Another member said the board should discuss the size of rate hikes rather than stick to a fixed pace; members agreed it was suitable to keep raising the policy rate.
- Yen firmed (USD/JPY ~158.39); JGB 10y eased to ~2.755% on softer oil and US yields — little immediate yield spike from the minutes themselves.
The Bank of Japan released English minutes from its 17–18 September Monetary Policy Meeting on 5 November. At that meeting the board raised the policy rate by 25 basis points to around 1.25% — a 31-year high — before holding at the subsequent October meeting. The minutes show board members debating how fast and how large future hikes should be, which Reuters said bolsters the case for another hike as soon as December.
What happened
According to the minutes and contemporaneous wire coverage, one member said it was desirable to bring the Bank’s policy rate closer to its approximate goal relatively soon so the Bank could respond flexibly to unexpected developments. A separate member argued the situation had shifted to a phase in which the Bank needed a nimble approach and should discuss the size of a rate hike rather than adhere to a certain pace. Members concurred it was suitable for the Bank to keep increasing the policy interest rate and modify the level of monetary easing, FXStreet reported.
One member was also quoted saying that if signs of an upward deviation in prices were observed, the BOJ would need to accelerate the pace of rate hikes. Another said the Bank did not need hasty action but should guide policy to prevent excessive and persistent price rises. Many members agreed the nominal neutral rate is hard to pinpoint in advance and that the Bank should keep raising rates while watching how past hikes affect financial conditions, Reuters reported.
At the September meeting the Bank raised the uncollateralized overnight call-rate guideline to around 1.25%. The October meeting left the rate unchanged (8–1, with one member proposing 1.5%), while confirming vigilance on inflation risk.
Why markets care
The minutes keep December hike odds in focus for desks trading the yen, JGBs, and Japan equities. FXStreet put USD/JPY near 158.39 (−0.03% on the day) around the release. TradingView/TE coverage noted the yen strengthening past 158 per dollar as the minutes reinforced further-tightening expectations. Separately, Economic Times reported the 10-year JGB yield fell about 5.5 basis points to 2.755% as of 0450 GMT, tracking softer US Treasuries and a sharp overnight drop in Brent — with little immediate bond reaction attributed to the minutes themselves. No verified Nikkei 225 or TOPIX print was locked for this release window.
A Reuters poll cited in the same coverage had many analysts projecting a move to 1.5% in December, with terminal-rate estimates centered around 1.75%–2.0%. BOJ staff put the nominal neutral rate in a 1.1%–2.5% range.
Local context
The Japanese original of the minutes was published by the Bank of Japan and covered first in Japanese-language wires on 5 Nov; English translation and international wires followed the same day. No new rate decision was attached to the release — the next catalyst is the December Monetary Policy Meeting, plus scheduled speeches from Governor Ueda and board members this month.
