Europe Wants War Ended Before Security Talks

Illustration of an empty negotiating table at dusk, with blank folders, water glasses and small lamps at each place, and tall windows looking over water and a distant city skyline. Labels read “Europe sets condition · End the war first” and “Abu Dhabi · 10–11 Nov”. Dated 6 Nov 2026.

European officials want Russia to end the war in Ukraine before discussions of broader European security concerns, Bloomberg reported. Separately, Russia, Ukraine and the United States are scheduled to hold talks in Abu Dhabi on 10–11 November.

Key points

  • Bloomberg reported the European position, citing people familiar with the matter; it is not an announced European Union institutional decision.
  • The Kremlin said the Abu Dhabi talks are scheduled for 10–11 November, with presidential aide Vladimir Medinsky leading Russia’s delegation, Reuters reported on 3 November.
  • US envoy Steve Witkoff outlined the proposed agenda, according to Anadolu Agency.

What happened

European nations are demanding an end to Russian military operations in Ukraine before discussions of broader security concerns, Investing.com reported on 6 November, citing Bloomberg and people familiar with the matter. The report said European officials still reject Russia’s pre-war demands to reduce NATO’s presence in Eastern Europe. It said the position could create disagreements with Washington over how to end the conflict.

The European position concerns broader security discussions. It should not be read as cancelling the separate Russia–Ukraine–United States meeting scheduled in Abu Dhabi.

Reuters reported on 3 November that Kremlin spokesman Dmitry Peskov confirmed the three-way talks for 10–11 November and named Medinsky as Moscow’s chief negotiator. Xinhua reported the same dates and delegation leader.

At a Security Council meeting on 6 November, Russian President Vladimir Putin said the trilateral negotiations were expected to begin on Tuesday, according to the Kremlin readout and TASS. He invited colleagues who would take part. The meeting date remains a schedule, not a completed event.

Anadolu Agency reported that Witkoff had previously said the parties intended to discuss security guarantees, de-escalation, humanitarian issues and further steps toward a peaceful settlement. That proposed agenda was attributed to Witkoff, not to Putin. Daily Sabah carried the Anadolu report.

Why it matters

The reports describe two distinct diplomatic tracks: European officials’ position on broader security discussions and the scheduled trilateral talks. Neither establishes an agreed settlement, sanctions relief or a timetable for an end to the war.

What to watch

  • Whether the Abu Dhabi talks begin on 10 November as scheduled.
  • Statements from the participating delegations on the agenda and any outcome.
  • On-record clarification from European governments of their conditions for broader security discussions.
