Meloni Pushes EU Unity on Ukraine Talks

Three light calendar tiles: EPC 12 Nov, Dublin informal EU summit 13 Nov, single EU voice on Ukraine talks — Meloni letter to Costa.

Italy’s prime minister says Europe’s overlapping Ukraine diplomacy is undermining its credibility, and wants EU leaders in Dublin to settle how the bloc speaks with one voice.

Key points

  • In a letter to European Council President António Costa, Giorgia Meloni said the EU looks “all over the place” on Ukraine and asked for the issue to go on the agenda of the 13 November informal European Council in Dublin.
  • Italy, left out of recent Miami and Brussels meetings, is the loudest voice for a single EU special envoy for Russia-Ukraine talks.
  • For markets, a fragmented European channel risks prolonging uncertainty over sanctions, energy and defence spending — a possible drag on the euro and EU government bonds.

Italian Prime Minister Giorgia Meloni has told European Council President António Costa that the EU’s scattered approach to Ukraine peace diplomacy is “undermining our credibility,” according to a letter seen by POLITICO. She asked for a discussion on how the bloc can speak with one voice to be added to the agenda of next week’s informal leaders’ meeting in Dublin, saying the issue “can no longer be postponed.”

What happened

Meloni listed the formats now crowding the field: meetings in Miami and Oslo, upcoming talks by the Coalition of the Willing and the European Political Community, and a phone call to Russia’s Vladimir Putin by Finland’s Alexander Stubb and Norway’s Jonas Gahr Støre.

“By projecting the image of a Europe that’s all over the place, we’re doing nothing but serving the interests of those who want this war to continue,” she wrote, adding that “human lives and the future of our security are at stake.” Proceeding “with initiatives that chase one another and overlap,” she said, “will not help us — neither with our partners nor with those we must convince to stop this senseless aggression.”

“I am not asking for a seat for Italy in this or that format,” Meloni wrote. Rome has, however, been the EU’s most persistent advocate of a special envoy for Russia-Ukraine talks: Meloni first floated the idea publicly in January, and Deputy Prime Minister and Foreign Minister Antonio Tajani renewed the call before October’s EU summit, saying Europe needs “a spokesperson who can negotiate” and a “univocal position.” France, Austria, Czechia and Luxembourg have also voiced support.

Italy has been squeezed out as talks coalesce around the E3 — the UK, France and Germany — alongside the EU, NATO and Ukraine. Rome was not at meetings in Miami in October or in Brussels this week. An Italian national security adviser did attend a working dinner in Oslo at Norway’s invitation, but in place of France rather than as an extra seat.

What is at stake for markets

Meloni’s letter does not mention markets. The investor read-across is about time and clarity: without a single European negotiating channel, the path to any settlement — and with it the outlook for sanctions, energy supply and reconstruction finance — is harder to price.

If traders conclude that Europe’s coordination problem slows or complicates a peace process, that could keep defence and fiscal spending elevated for longer, a backdrop that may weigh on the euro and on European government bonds. No immediate market reaction to the letter has been reported.

Why it matters

The EU has repeatedly insisted on a “seat at the table” in Ukraine talks, to protect regional interests and help Kyiv resist a lopsided deal. Yet it has still not agreed on a single leader or institution to lead negotiations. Meloni’s letter puts that gap on the record days before EU leaders meet.

The European Political Community, which brings together EU states plus Ukraine and other allies, meets on 12 November, the day before the Dublin informal European Council.

What to watch

  • Whether the 13 November Dublin informal European Council takes up Ukraine coordination
  • Any move toward an EU special envoy or single spokesperson for Russia-Ukraine talks
  • Italy’s role in upcoming Coalition of the Willing and E3-led meetings
